A Program Built for ACA Members Nationwide
Every camp connects differently. A hill-country camp outside the cable footprint needs a different setup than one in town, and matching each site to the right options is the whole job.
Here’s how the partnership works. The American Camp Association brings the program to its members. Comcast Business provides and manages the internet. Speedstream sources and compares your options, negotiates the terms, and coordinates the install.
Once your camp is up and running, Speedstream is your one call for whatever comes up. If something breaks or a bill looks wrong, you reach us directly instead of a carrier hotline, and we stay on it with Comcast until it’s fixed. Technical or billing, one call covers it.
What the Camp Safety Act Requires, and What Just Changed
Texas Senate Bill 1, known as the Heaven’s 27 Camp Safety Act, was signed into law in September 2025. Among its safety measures, it requires licensed camps to keep a primary internet connection and a redundant backup, so emergency alerts keep working during severe weather.
The rules are still moving. In May 2026, the state stepped back from requiring fiber specifically and now accepts redundant broadband over any technology, including cable, cellular, and satellite. Lawmakers are expected to revisit the standard in the 2027 session.

The American Camp Association (ACA) is collaborating with Speedstream Technology Group and Comcast Business to give ACA member camps access to fiber-powered internet service, redundant backup connectivity, and support throughout design, installation, and ongoing service. This collaboration is available to ACA members nationwide.
The collaboration helps camps meet connectivity needs as set by Texas House Bill 1/Senate Bill 1, the Heaven’s 27 Camp Safety Act, which requires camps to maintain end-to-end Internet service and a redundant backup connection. While that legislation is specific to Texas, the services available through this collaboration can be used by camps in any state.
